Palm is buy prepping the Treo Pro, which will begin selling unlocked in a few weeks. Now, for the first time, Palm is accepting pre-orders for the upcoming Treo.  The price is $549.

The Treo Pro will work with AT&T Mobile, T-Mobile or any other GSM/GPRS carrier.
